It is very important that all drivers understand the proper procedures when a traffic signal is not functioning properly. It is best to avoid the streets after a storm unless it is completely necessary. Allow emergency personell to access the areas and render them safe. Traffic Signal Procedures Flashing Red - Driver must stop before proceeding through the intersection. Flashing Yellow - Driver may proceed through intersection cautiously. Traffic Signal Not Working - Driver must stop before proceeding through the intersection.
